In this we have Monoshiri Ojīsan/Wise Old Man watching TV. Being the pervert he is, he's obviously watching something with sexy girls. That something being a show where we see a bunch of different girls in a variety of swimsuits.
From the looks of it, the girls are taking turns playing 1v1 games of Rock Paper Scissors. And the loser has to remove a piece of clothing. Why we see them in swimsuits instead of underwear is unclear, but it's a sight nonetheless.
For this round, on the left we have a Brunette with long hair who's wearing a bright orange bikini with a bottom that outlines her butt. On the right we have a blue haired girl with ruffled up hair who's wearing a dark purple one piece which orange shoulder straps and had a little orange on the side. And both swimsuits showed off their crotch lining a bit.
In the end, our brunette picks paper and loses the Ms. Blue who picked scissors. The ref then asks her to remove something, while Wise Old Man jumps up and down waving fans in excitement.
We now see her blushing as she's reaching up and around and undoing her top. We also see all the girls in the background staring at her with happy faces as they await what's to come. We also hear the same anticipation in Wise Old Man's excited voice.
Once the top was undone, the upper part of her top falls off, revealing more of her breasts. The girls showed a really embarrassed face as she looks at them. While the girls in the background found her situation rather amusing.
Wise Old Man in particular pressed his face against the screen to get a better look at them. But before he could see them fully exposed, the cable went out, much to his and our displeasure and anger. Despite those watching TV not getting to see, she did expose them to everyone physically present, including a male ref.
